MANAGER: CONSTRUCTION
(MAIN TRANSMISSION SUBSTATIONS)

Job Description:

The Construction Manager (CM) will be responsible for the management of the project execution activities of the project. The CM will be required to ensure effective utilization of site resources. The incumbent’s main duties are to ensure effective project execution, according to specification and SHEQ requirements, and within the allocated timeframes and budgets provided by the Project Manager (PM).

REQUIRED MINIMUM EDUCATION / QUALIFICATIONS AND WORK EXPERIENCE:

Minimum Education
Grade 12 and / N6 Mechanical / Electrical or Higher.

Additional Qualifications
Registered as a Professional Construction Manager (Pr.CM) at SACPCMP, Competency in NEC / FIDIC / JBCC contracts, Legal Liability, HIRA, IRCON, First Aid Level 2, Environmental Law, Construction Regulations, Scaffold Inspector, C-Green [Rail Only] (Optional), Working at Heights (Optional), Eskom Dx & Tx Authorisation ISO 9001 – Internal Auditor (Optional)

MINIMUM WORK EXPERIENCE
7 years’ experience in the construction industry relevant to electrical infrastructure sector.

SUMMARY OF RESPONSIBILITIES:

Project Planning

• Define the scope of the project in collaboration with senior management.
• Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
• Determine the resources (time, money, equipment, BoM, etc.) required to complete the project.
• Develop a schedule for project completion that effectively allocates the resources to the activities.
• Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
• Determine the objectives and measures upon which the project will be evaluated at its completion.

Project Implementation

• Execute the project according to the project plan.
• Document project activities according to set standards.
• Set up files to ensure that all project information is appropriately documented and secured.
• Monitor the progress of project and adjust as necessary to ensure the successful completion.
• Establish a communication schedule to update stakeholders and staff on the progress of the project.
• Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.

Project Finance

• Prepare reports on status of project for management.
• Monitor and approve all budgeted project expenditures.
• Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis (monthly / bimonthly).
• Ensure that all information required for invoicing purposes is correct and submitted timeously to finance.
• Manage all project funds according to established accounting policies and procedures.
• Ensure that all financial records for the project are up to date.
• Prepare financial reports and supporting documentation for senior management.

Project Evaluation

• Ensure that the project deliverables are on time, within budget and at the required level of quality.
• Evaluate the outcomes of the project as established during the planning phase.
• Commissioning of protection and metering at distribution substations.
• Ensure adherence to all Safety, Health and Environment regulations on site.
• Mitigate any risks associated with projects.

People Management

• Manage project staff according to established policies and practices.
• Ensure that all project personnel receive appropriate orientation to the company and the project.
• In conjunction with human resources, deal with all disciplinary and grievance matters.

Stakeholder Management

• Maintain positive key strategic relationships with both internal and external stakeholders, including third party organisations.
• Deal with conflict and grievances from stakeholders and ensure these are settled amicably.

Tendering

Can be requested on an ad hoc basis to assist with technical input especially in terms of the constructability of the project. Might be required to attend tender clarification meetings.

Plant, Equipment & Material

• Ensure the effective and efficient utilisation of these resources on site.
• Monitor and manage these resources on site. Any defaults and inefficiencies will be brought under the attention of the support divisions and the PM.

Contractual & Commercial

• The CM will have direct interaction with Clients and Consultants on site.
• It is the responsibility of the CM to ensure that the PM is fully aware of any discussions, information supplied and site instructions during interaction with the Client in the absence of the PM.

Project Plan and Schedule

• The CM will provide input to the schedule compilation, will take ownership of the schedule and ensure proper implementation.
• Report any deviations, delays or discrepancies to the PM, discuss mitigation actions with the PM should the schedule be delayed. Ensure accurate updated information is provided, to validate the integrity of the schedule.
• Ensure that the entire construction team is properly informed of the project execution plan and timeframes.

Sub-contractors and JV Partners

• Ensure that the Sub-contractor and JV Partners are properly and effectively managed on site.
• The CM will ensure that these entities honour their commitments stated in their agreements and contracts.
• The CM will ensure that the work quality of the entities is of acceptable levels and complies with contractual requirements.

Technical Ability

• Proven experience in the construction of Eskom Main Transmission Substations (400kV and above) in all disciplines but not limited to civil, electrical, mechanical, structural, testing, commissioning and energisation.
• Experience in the Eskom Transmission Overhead Line construction will be advantageous.
• Strong understanding but not limited to the Eskom specifications and standards.
• Conduct QA/QC inspections, testing, and prepare punch-lists for management to ensure high-quality installations.
• Well acquainted with administration and the quality documentation requirements from project initiation through to project handover.
